The answer is contained in the .inf document files of the programs and it is the following. You are free to use and distribute my programs as long they are used strictly for your own private non-profit purposes only. For ANY other purpose (including using at work in business enterprises, all classroom usage, university teaching, and government offices) please contact me for a registration. Let me stress one particular item, because of the liberties taken by some users in this respect. Classroom usage of my programs at any teaching institution without my explicit permission is a direct breach of my conditions and rights! A few of the packages (TSLIN linear programming, TS#ST statistics packages, and TSPELL and TSCHEK spelling checkers) are scaled-down versions. To obtain a full-scale version for any usage you will have to register. However: "I am afraid I have to breach this promise because I do not currently have the time to the registration arrangements in a manner that would make a shareware distribution of my programs worth my while. Therefore I regret to inform you that for the time being my material is not registrable for commercial or institutional usage. This also goes for public university classroom usage. The only allowed usage of my programs for my users thus is your own, private, personal, non-profit usage which does not require registration." A3: If and when you distribute my programs as acceptable under A2, I would REALLY appreciate it if you distributed the original packages unchanged (repacking with a different packing method is ok, though). Please DO NOT distribute *separately* any of the programs or files in the packages. Give out a whole package, or nothing, if you please. A4: Uploading to BBSes is solicited.
